Tong Zhou

Tong Zhou has seven years’ experience working in finance and more than ten years of experience in media and education. She came to UK after graduating from Tongji University with a degree in Electrical Engineering. Tong continued her studies at the University of Leeds and obtained a MA in Economics and Finance.


After graduation, Tong began her career with ADP in London as a business analyst. She then worked in investment banks in London and with CSFB on joint projects in Tokyo. After many years working in the City of London, Tong moved on to join the family business, founding Yechen Education & Technology in 2015.


Tong is now based in Manchester, but frequently visits her Shanghai office. She has formed partnerships with many British universities and professional bodies, as well as educational institutions in China. In December 2016, Tong worked successfully with the Manchester Mayor’s Office to sign a collaborative training agreement with the Shanghai Education Commission. She also works closely with China Telecom and Shanghai Media Group to develop educational and media content.



Qisha Zhang has over 40 years’ experience in the education sector in China. She was one of the founders of Shanghai Education TV in 1992.


After graduating with a degree in mathematics, she became a secondary school mathematics teacher. With years of exemplary grassroots-level experience, she was appointed as director of the Baoshan District Education Committee and principal of the China Central Radio and TV University. She has led and participated in many education projects, whose focuses have included secondary school mathematics, further education through distance learning, rural education improvement and adult education. In 1992, Zhang led the preparatory team to set up Shanghai Education TV Station.


After many years’ working in the public sector, she moved on to set up her own business in 1998 as the chair of Shanghai Yecheng Media Group and later becoming a senior advisor to Yechen Education & Technology in 2015. She has continued to work in education and media and has produced several outstanding educational programmes.

Qisha Zhang

David Percival MBE is the founder and managing director of Deloitte's China International Business Development Group, having joined the company in 2012.


Before joining Deloitte, he led UK Trade and Investment’s China teams for several years and was a senior British consul in Shanghai.In his time in Shanghai, David has supported over 400 Chinese companies investing in the UK in forming professional relationships with the UK government and advised UK companies in China from start-ups to FTSE100.


He also served as Commercial Director for UKTI at the 2010 Shanghai World Expo, the UK government’s largest foreign business undertaking to date, establishing relations with over 2000 Chinese business leaders.


David is also Chairman of the Manchester China Forum, which was established by George Osborne in 2013. He supports the Forum in its long-term commitment to UK-China commercial collaboration by focusing on increasing Greater Manchester’s commercial connectivity with the country. His brief includes building effective relationships with senior figures and decision makers throughout China. He works between China and the UK and has a deep understanding and knowledge of Chinese and British culture. 


David was awarded the MBE for services to UK business interests with China.


He has also been advising Manchester Educational International since 2018.
